In 2017 the rural revitalization strategy was first proposed in the report to the 19th National Congress of the Communist Party of China. It aims to modernize agriculture and rural areas, in order to increase farmers’ incomes, eliminate poverty, and achieve prosperity in rural areas. In March 2018 when President Xi Jinping attended a panel discussion with the Shandong delegation during the annual session of the National People’s Congress, China’s top legislature, he outlined five points to promote the rural revitalization strategy. Three months later, the president spoke of “building a Shandong model for implementing the rural revitalization strategy”.

Seizing the opportunity, Dai village authorities carried out in-depth reform to improve the basic rural economic structure and facilitate development of quality agricultural industry.

In terms of efforts to absorb funds and bolster business start-ups and innovation, Wang observes that rural financial institutions such as agricultural banks are encouraged to invest in the local agricultural sector by granting concessionary loans to farmers or village collectives.

“The Agricultural Bank of Lanling signed loans with Dai village earlier this year, promising1 billion yuan(about141 million U.S. dollars) of subsidized lending to the villagers over the next three years. The lending will contribute to agricultural industrialization and the village’s infrastructure improvement,” said Wang.

In addition to introducing agricultural experts and attracting educational resources, the village has also adopted a global strategy. “Dai village cooperates with Russia in planting and selling vegetables. By hosting the Lanling Vegetables Industry Expo we hope to build a bridge between China and the world,” said Mi Changcheng, a member of the Lanling county Party committee’s standing committee and chief of the committee’s promotion department.
