Lou Kewei is an official from the head office of Industrial and Commercial Bank of China (ICBC). Responding to ICBC’s call to lift the counties it assists out of poverty, he moved from Beijing to Nanjiang County—an old revolutionary base area in the city of Bazhong, Sichuan Province—and made the transformation from a white-collar worker on Beijing’s “Wall Street” to a county Party committee deputy secretary who tours muddy villages and counties.
