Luocheng promotes poverty alleviation through employment

Luocheng Mulao autonomous county in Hechi introduced its poverty alleviation experience at a video conference on the employment-driven poverty alleviation measures of Guangxi Zhuang autonomous region on May 20.

Since this year, Luocheng has adopted effective measures to promote poverty alleviation through employment and to ensure stable employment of impoverished laborers. At present, 51,400 registered impoverished people in the county go out as migrant workers, an increase of 9.3 percent year-on-year.

Luocheng has carried out online employment services, publishing job information on 80,000 positions of more than 200 enterprises in and outside Guangxi through the Hechi talent website, government website, outdoor display screen, and rural employment service center. The county has also collected recruitment information of the enterprises that have resumed work in Guangdong province and published it in real time online, building a platform for the impoverished labor force to obtain job information through multiple channels.

The county has provided transportation subsidies, post-stabilization subsidies, and COVID-19 epidemic prevention subsidies to impoverished laborers returning to work during the epidemic. To date, 1.53 million yuan ($214,539.84) in subsidies have been paid. Chartered buses were organized to send migrant workers back to work in the cities of Guangdong province. More than 400,000 yuan were used to carry out 31 chartered bus trips to transport 571 impoverished laborers and a total of 45,600 yuan in epidemic prevention subsidies were offered to those workers.

The county has promoted the implementation of the employment support policy for enterprises that have resumed work, as well as provided employment rewards and epidemic prevention subsidies to poverty alleviation workshops. At present, the 39 workshops have all resumed production, with 2,548 employees returning to their positions, including 821 impoverished people.

The county has also developed more than 6,000 village-level poverty alleviation public welfare posts. As of April 30, a subsidy of 93.8 million yuan was allocated to all workers. This has helped to ensure the employment income of impoverished laborers who were unable to go out to work due to the COVID-19 epidemic.
