Hubei takes a people-oriented approach in poverty alleviation

2016 marks the first year of endeavor to eradicate poverty by 2020. The CPC Hubei Provincial Committee and the Hubei Provincial Government unswervingly implement the strategic plan of President Xi Jinping, the CPC Central Committee and the State Council. With poverty reduction being prioritized in the 13th Five-Year Plan, Hubei strictly adheres to the standards with resolution and courage. 

In 2016, Hubei lifted 1.47 million people and 1,601 villages out of poverty; 120,400 households or 328,400 people were relocated, exceeding the forecast by 43% and 24% respectively. 

The accuracy rate to recognize impoverished people and the degree of satisfaction are above national average level. Growth rate of per capita disposable income in poverty-stricken villages is over provincial average rate.

At several national conferences on poverty alleviation, Hubei shared its experience on financial management and relocation, which has gained recognition from top leaders.

The Hubei CPC Provincial Committee and the Hubei Provincial Government have established a people-centered approach and political awareness to boost poverty alleviation.

Statistics: The CPC Hubei Provincial Committee and the Hubei Provincial Government have held 13 conferences to study President Xi Jinping’s speeches and strategic thinking on poverty reduction.

Actions: Provincial leaders have visited the most impoverished areas to develop research and conduct measures to achieve poverty alleviation, emphasizing political awareness and targeted measures.

Teamwork: 37 provincial leaders have been in contact with 37 impoverished counties before they are lifted out of poverty. They have set their goals and are determined to take the lead in building a comprehensive well-off society in central China.

A head office has been established in Hubei to fight against poverty. And it is directed by the secretary of the Provincial Party Committee and the provincial governor. They drew up map and a timetable to effectively tackle poverty. 5.9 million people, 4,821 villages and 37 counties in poverty were clearly labeled on the map and were planned to be lifted out of poverty by 2019. 

Poverty alleviation is closely related to political performance. A liability statement was signed by the government at all levels to ensure effective supervision and implementation; rules and regulations were rigorously followed to take targeted measures.

Targeted poverty alleviation was included in the evaluation system of the provincial leaders, with emphasis on efficiency, accuracy and effective fund use. In 2016, evaluation of 37 impoverished counties was conducted and 9 county Party secretaries with poor performance received serious reprimands.
