The rural vitalization strategy is the leading agenda for government work on agriculture, rural areas, and rural residents. The top task for implementing the rural vitalization strategy is to ensure supply of important farm produce, grain in particular. Implementation of the rural vitalization strategy and seeking progress in work related with agriculture, rural areas and farmers should be taken into consideration and promoted in the overall economic and social development.


President Xi Jinping emphasized the importance of pursuing such a strategy when discussing the country’s objective of “Applying a New Vision of Development and Developing a Modernized Economy” during the 19th National Congress of the Communist Party of China on October 18, 2017.


A necessary part of addressing the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life, rural vitalization played an essential role in successfully building a moderately prosperous society in all respects by 2020, and is integral to build a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious by 2049.


The strategy involves improving the quality of agricultural development, promoting green development in rural areas, enhancing rural culture and helping it flourish, creating a new rural governance system, boosting livelihood security in rural areas, strengthening rural vitalization-related institutional support and investment guarantee, and providing greater assistance to associated talents.


Important progress has been achieved in China’s rural vitalization, and an institutional framework and policy system had been formed by 2020. By 2035, China aims for "decisive" progress in the plan, with basic modernization of agriculture and rural areas. By 2050, the rural areas should see all-around vitalization, featuring strong agriculture, a beautiful countryside and well-off farmers.
