Forum: Stimulating internal impetus for sustainable poverty alleviation progress

Boosting the confidence of poor people and improving their education are extremely important for China’s poverty alleviation progress, said a top official at a poverty alleviation forum held in Haikou, capital of Hainan province last Saturday.

Liu Yongfu, minister of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), emphasized that the poor should play a bigger role in pursuing for a better life. In addition to mobilizing the poor and boosting their confidence to get rid of poverty, the local governments should provide more vocational training, improve the approaches for helping the poor, and encourage more competent people to participate. “A lot have been done in this respect, such as offering video courses at night schools in Hainan province,” he added.

Liu Cigui, secretary of Hainan Provincial Committee of the CPC and chairman of the Standing Committee of the Hainan Provincial People's Congress, said that the province has taken a lot of measures to reduce poverty and to encourage the local poor shaking off poverty by their own efforts, such as improving poor people’s health and ensuring safe houses for them. He said that the local government will continue to give the poor more opportunities to learn knowledge, ensure better education for them and increase their confidence of getting rid of poverty. “That is important for us to make the progress more sustainable,” said Liu.

Huang Chengwei, director of National Publicity and Education Center of LGOP said in his concluding remarks that this forum serves as a platform for experience sharing in poverty alleviation and helps participants understand the importance of increasing the confidence of the poor and improving their education. It also provides a guideline on how to mobilize the poor to shake off poverty.

Huang made a five-points proposal, which included summarizing experiences for policy improvement, working together to tell more impressive stories on getting out of poverty, promoting the role of models in a more effective manner, innovating in working approaches for poverty alleviation practices, and summarizing experiences to further develop relevant theories.

The forum was hosted by LGOP, People’s Government of Hainan Province, Department of Policies and Regulations of LGOP, National Publicity and Education Center of LGOP, Hainan Provincial Office of Poverty Alleviation, and China Poverty Alleviation magazine. More than 200 officials, scholars and experts attended the forum.
