The Horqin Right Middle Banner of the Xing'an League

In 1988, the Horqin Right Middle Banner of the Xing’an League in Inner Mongolia Autonomous Region was a poor county by national standards. In 2011, over one-quarter of its 253,900 residents lived under the poverty line. In recent years, the government brought in 21 companies that produce goods able to generate a good return for the local residents. The government offers preferential policies to the businesses and subsidies to the local residents, and encourages farmers and herdsmen to form specialized cooperatives. As a result of the incentives, 51,979 people have worked their way out of poverty. The remaining 17,021 are expected to follow suit in 2018.
