The Third Central Work Forum on Tibet, held in July 1994, made the key decision that central ministries, as well as 15 provinces and cities, would provide assistance to Tibet. In August 2015 the sixth Work Forum on Tibet was held, which promised further efforts to improve local living standards. During the 21 years that have elapsed since then, 17 provinces and cities have reached out to Tibet. More than 6,000 cadres and professionals have worked there, while 8,855 projects amounting to a value of more than 33 billion yuan (U.S. $4.8 billion) have been carried out. In addition to government units, many private enterprises, social organizations and individuals have also volunteered to work for the development of Tibet.

As of this year, the minimum annual living allowance for rural residents in Tibet has been raised from 2,550 yuan (U.S. $370) to 3,311 yuan (U.S. $480), while the monthly allowance for urban residents has been raised from 640 yuan (U.S. $93) to 700 yuan (U.S. $102). According to its 2017 Government Work Report, by the end of 2017, the region expects to lift about 130,000 residents out of poverty, and the per capita disposable income of people in poverty is expected to increase by 16 percent.
